Extraordinary Session of Parliament: President of the Republic arrives at Palace of Nations

The President of the Republic, Abdelmadjid Tebboune arrived Monday at the Palace of the Nations in Algiers to deliver a speech to the Nation before the two Houses of Parliament, meeting in an extraordinary session.

President Tebboune was welcomed upon arrival at the Palace of Nations by the President of the Council of the Nation (Hpper House), Salah Goudjil, the President of the People's Assembly National (Lower House), Brahim Boughali, the Prime Minister, Nadir Larbaoui, the President of the Constitutional Court, Omar Belhadj, the Chief of Staff of the People's National Army (ANP), Army General Saïd Chanegriha, and the Acting Director of Cabinet at the Presidency of the Republic, Boualem Boualem, as well as senior government officials.

This extraordinary session is held in accordance with Presidential Decree No.23-462 dated December 19, 2023, convening Parliament in its two combined chambers.

The agenda includes the opening of the session and a speech by the President of the Republic. The session will be closed once the aforementioned agenda has been completed.

Extraordinary session of two Houses of Parliament wraps up
The extraordinary session of the two Houses of Parliament at the Palace of Nations (Algiers), during which the President of the Republic, Abdelmadjid Tebboune, delivered a speech to the Nation, wrapped up on Monday afternoon. In his speech, President Tebboune reviewed the reforms implemented over the four years of his presidential term, asserting that strengthening the social character of the State has been "the compass of all our efforts.” President Tebboune recalled the increase in salaries, the institution of unemployment benefits and the improvement in citizens' living standards.

50% reduction in air fares for diaspora during Ramadan
The President of the Republic, Abdelmadjid Tebboune, announced on Monday in Algiers a 50% reduction in airfares for the national community living abroad to enable them to spend the month of Ramadan in the country.

"I am committed to decreasing airfares by 50% for members of the national community abroad to enable them to spend the month of Ramadan here in Algeria and to strengthen ties with their families and loved ones,” said the President of the Republic in an address to the Nation, delivered during the extraordinary session of the two Houses of Parliament at the Palace of Nations (Algiers).

President of the Republic reiterates Algeria's support for Palestinian, Sahrawi causes
The President of the Republic, Abdelmadjid Tebboune reiterated Algeria's support for the Palestinian and Sahrawi causes on Monday in Algiers, affirming that "our country will continue to vigorously defend the principles of its Liberation Revolution and will never abandon vulnerable States.”

"Algeria's voice is now audible at all international events. We will continue to vigorously defend the principles of our Revolution of Liberation and we will never abandon vulnerable States", said the President of the Republic in an address to the Nation delivered before the two Houses of Parliament at the Palace of Nations.

President Tebboune reaffirmed that Algeria "stands by Palestine, whether it is right or wrong,” stating that "our stance on the Palestinian cause is clear and we will not abandon it.”

On the Western Sahara issue, President Tebboune stressed that it was "a decolonization issue that is still being dealt with by the United Nations Decolonization Commission.”

President Tebboune also thanked the 184 countries that had voted for Algeria's accession to the UN Security Council as a non-permanent member, saying that "this international unanimity honors Algeria, which will fulfill its role on behalf of African and Arab countries and all our brothers.”

President of the Republic: "My presence before people’s representatives establishes commendable tradition"

The President of the Republic, Abdelmadjid Tebboune, affirmed that his speech delivered on Monday before the two Houses of Parliament instituted a laudable tradition for assessing the achievements accomplished under the implementation of the noble goals for which the Algerian people came out in February 2019 to demand change.

In an address to the Nation, before the two Houses of Parliament at the Palace of Nations, the President of the Republic said he was proud to be present before the representatives of the people.

"I bear witness to your integrity and to the fact that you represent the first elected parliament far removed from dirty money. Today, we are instituting a laudable tradition, in which the country's Prime Minister addresses a speech to the people through his representatives in the two Houses of Parliament,” affirmed the Head of State.

"No President of the Republic has addressed Parliament since the speech made by the late President Houari Boumediene in 1977. My speech comes, as does the presentation to Parliament of the Government's General Policy Statement, as part of the measures we have adopted and implemented in line with the Constitution of the new Algeria, whereas this statement was previously presented depending on mood.”

"I have committed, since the people entrusted me with the responsibility of leading the country, to establishing constructive dialogue as a working approach while making transparency a culture in the management of public affairs,” hence this initiative to address the Algerian Nation through the people's representatives to "assess together the record of achievement of the noble objectives for which our valiant people took to the streets in February 2019 to demand change, examples in terms of the peaceful and civilized expression of their strong will to put an end to the serious crisis which, at the time, put the institutions of the State to the test due to the degradation of governance, the spread of corruption and their disastrous after-effects on political life, leading to a profound crisis of confidence between an absent authority and disappointed citizens.”

President Tebboune also recalled the political stalemate and deteriorating socio-economic conditions, which were factors "that came close to erasing the constants of our Nation, opening the way for parties targeting our Nation and our unity to inflict on it what they have been unable to do for years,”

In this connection, he hailed "the blessed national momentum and the cohesion of the Algerian people around the National People's Army", which, he said, “has foiled the plans of the conspirators and has restored hope for the creation of a new Republic proud of its past, aspiring to a better future.”

Importance of supporting renewable energy’s integration into national network underlined

The importance of supporting the integration of the renewable energy into the national energy network was underlined Sunday, in Algiers, as part of the sector’s development, by using the available infrastructures.

In a workshop devoted to the renewable energy under the theme of “the solar energy integration and the green hydrogen development,” several Algerian experts, including representatives of the diaspora abroad, underlined the challenge of offering appropriate solutions to the integration of the renewable energy into the national network.

 

President Tebboune stresses need to extend digitalization to all sectors

The president of the Republic Abdelmadjid Tebboune, at a meeting of the Council of Ministers he chaired Sunday, stressed the need to extend digitization to all governmental sectors, in a unified manner, under the supervision of the High Commission for Digitalization, the Council of ministers said in a statement.

Concerning the digitalization of state domain services, the tax department and the Customs, the president "welcomed the progress achieved in the digitalization of the financial sector," calling "for the continuation and intensification of coordination efforts with the High Commission for Digitalization," the statement said.

The president of the Republic "underlined the need to extend digitization to all governmental sectors, in a unified manner, under the supervision of the High Commission for Digitalization."

President Tebboune, the statement added, "ordered that reports be submitted on the different stages of the progress made, with the acceleration" of the operation, considering its "importance in the development of the government action."

President of the Republic: 80% of decisions relating to marginalized areas implemented

President of the Republic Abdelmadjid Tebboune said on Monday in Algiers that 80% of the decisions aimed at improving the situation of marginalized areas had been effectively implemented.

In a speech to the nation, delivered during the extraordinary session of the two chambers of parliament at the Palace of Nations (Algiers), the President of the Republic said that "80% of the decisions relating to marginalized areas have been effectively implemented," adding that "work is continuing to catch up after all the delays resulting from previous policies that led to the spread of such areas."

He further noted that "six million Algerian citizens have lived in conditions that should have been improved since independence," stressing that "the non-implementation of decisions taken to improve the situation in marginalized areas is behind the recent dismissal of a number of local officials."

"Serving Algerian citizens means strengthening their feeling of belonging to their homeland," added President Tebboune, saying that "these are not populist slogans, but a matter of principle."

"Issaba residues" have caused food shortages, says President Tebboune

President of the Republic Abdelmadjid Tebboune said on Monday in Algiers that "Issaba residues" had caused food and cash shortages, in an attempt to destabilise and discourage citizens and thereby make them lose faith in the State.

In a speech to the nation delivered before the two chambers of parliament at the Palace of Nations, the President of the Republic recalled that "these actions were part of the plan mapped out for Algeria before the presidential election, the so-called transitional period to join the Arab and foreign countries that have been so far destabilised."

" For years, bank loans totalled DZD5,000 billion, of which only 10% were reimbursed, as everything was transferred abroad," said President Tebboune, announcing the recovery of more than $30 billion in terms of real estate, industrial units and sums of money.

" The fight against all forms of corruption and the recovery of money embezzled by the people during the reign of the Issaba (gang) has led to the recovery of more than $30 billion comprising real estate, industrial units and sums of money," he said.

He also recalled that the Ukrainian crisis had had an impact on the fragile global economic situation, leading to a staggering rise in energy and food prices.

Despite these conditions, which had led to a deterioration in the political, economic and security situation in Algeria's direct neighbourhood, "we have spared no effort to implement our programme," he added.

The President of the Republic said that the implementation of his programme had begun with "constitutional and political reforms to strengthen the rule of law and protect state institutions from any abuse, through in-depth economic reforms to diversify economy, up to the effective enshrinement of the social character of the State and the improvement of citizens' living standards."

Reform results are very reassuring

President of the Republic Abdelmadjid Tebboune said on Monday in Algiers that the results of the reforms introduced over the last few years "were very reassuring."

In his speech to the Nation, delivered before the two chambers of Parliament gathered at the Palace of Nations, the President of the Republic said that "the results of the reforms implemented since the people placed their trust him were very reassuring," affirming that he had made the strengthening of the State's social character "a compass for all the efforts made."

He recalled, in this regard, the "major interest" he has shown in promoting and strengthening the social system, through a panoply of decisions in fulfilment of his 54 commitments, citing in particular the revision of the income tax, the increase in salaries and the introduction of unemployment benefit, as well as the integration of thousands of employees into permanent jobs.

President Tebboune also said he was proud of the creation of several constitutional bodies, such as the Higher Council for Youth (CSJ) and the National Observatory for Civil Society (ONSC).

After reiterating the confidence placed in the CSJ, the President of the Republic stressed the need to involve young people in the decision-making process concerning any bill submitted for debate in both houses of parliament.

More than $30 billion in embezzled funds, assets recovered

President of the Republic Abdelmadjid Tebboune announced on Monday in Algiers the recovery of more than $30 billion in embezzled funds, including sums of money, real estate and industrial units.

In his speech to the nation during the extraordinary session of the two chambers of parliament at the Palace of Nations in Algiers, the President of the Republic said that "the ongoing fight against all forms of corruption and the recovery of funds embezzled from the people during the reign of the Issaba (gang) has enabled the recovery of more than $30 billion comprising real estate, industrial units and sums of money."

"Work is continuing to recover the funds embezzled abroad," said President Tebboune, stressing that "a number of European countries have expressed their willingness to give back the embezzled funds to the people."
