Joint Final Statement of the Meeting of the Foreign Ministers of Algeria, Egypt, and Tunisia on Libya (Tripartite Neighboring Countries Mechanism)

1. Within the framework of the historical and fraternal ties and shared destiny that unite the Arab Republic of Egypt, the Republic of Tunisia, and the People's Democratic Republic of Algeria with the sisterly state of Libya, and based on the sincere determination of the senior leaderships of Egypt, Tunisia, and Algeria, the Foreign Ministers of Egypt, Tunisia, and Algeria held a meeting in Cairo on May 31, 2025, as part of the resumption of the Tripartite Neighboring Countries Mechanism to discuss developments in Libya and push toward the desired political solution in Libya.

2. In light of the dangerous developments taking place in Libya and the evolving security situation in the capital, Tripoli, the Ministers renewed their call for all Libyan parties to exercise maximum restraint and immediately cease escalation, ensuring the safety of the brotherly Libyan people.

3. In this regard, the ministers emphasized the importance of upholding the interests of the brotherly Libyan people, preserving their resources and property, and achieving consensus among all Libyan parties, under the supervision and support of the United Nations and with the backing of neighboring countries. This will lead to ending the division and advancing the political process in Libya, towards unifying institutions and holding parliamentary and presidential elections simultaneously.

4. The ministers emphasized the need to expedite a solution to the Libyan crisis and end the political division to avoid further escalation, the spread of violence and terrorism, and the widening of the conflict. In this regard, they emphasized that Libya's security is integral to the security of neighboring countries.

5. The ministers emphasized the need for pure Libyan ownership of the political process in Libya, and that the political solution must be Libyan-Libyan and stem from the will and consensus of all components of the brotherly Libyan people, with the support and backing of the United Nations, while taking into account the interests of the brotherly Libyan people without exclusion.

6. The ministers affirmed their rejection of all forms of foreign interference in Libya, which would exacerbate internal tensions and prolong the Libyan crisis, threatening security and stability in Libya and neighboring countries. They also emphasized the need to continue supporting the efforts of the 5+5 Joint Military Commission to consolidate the existing ceasefire, ensure the withdrawal of all foreign forces, foreign fighters, and mercenaries within a specified timeframe, and reunify military and security institutions, in full harmony with ongoing efforts within the UN, African, Arab, and Mediterranean frameworks.

7. The ministers agreed to continue coordination between the three countries and the United Nations to assess the situation in Libya and exchange views on the future of the Libyan political landscape and ways to cooperate to achieve security, stability, and development in the region.

8. The foreign ministers of Tunisia and Algeria expressed their sincere thanks to Egypt for hosting this meeting at this critical time and for the warm welcome and generous hospitality. The ministers emphasized the need to hold regular meetings of the Tripartite Neighborhood Mechanism, with the next ministerial meeting of the mechanism to be held in Algeria and then in Tunisia before the end of this year.
