Voluntary Affiliation to the National Retirement System for Members of the National Community Abroad
The Executive Decree No. 22-351 of 22/03/1444 Hijri, corresponding to 18/10/2022, established a system of voluntary affiliation to the national retirement system for members of the national community abroad who engage in professional activities outside the national territory.
Voluntary affiliation is not a continuation of previous contributions made in Algeria; rather, it is an independent system with different contribution and benefit liquidation rules. Conditions for Voluntary Affiliation

Must be of Algerian nationality;

Must be registered with Algerian diplomatic and consular representations abroad;

Must be under 55 years of age at the time of affiliation;

Must be engaged in a salaried or equivalent professional activity and/or a self-employed professional activity;

Must not be subject to mandatory affiliation with the national social security system.
Rights Granted by Voluntary Affiliation
1/ Healthcare and Maternity Insurance Benefits
Covers medical expenses typically covered by the national social security system.
🔹 Note: Healthcare and maternity insurance benefits are reimbursed only if the medical services are performed exclusively in Algeria. These benefits are not applicable outside Algerian territory.
2/ Pension or Retirement Allowance
Beneficiaries of voluntary affiliation to the national retirement system for members of the national community abroad are entitled to:

A retirement allowance if they have contributed between 5 and 14 years;

A retirement pension if they have contributed 15 years or more.
🔹 Note: The retirement pension under voluntary affiliation is calculated based on the average contribution base of the last 10 years.
3/ Purchase of Additional Contribution Years
If an affiliated member reaches the age of 65 years and does not meet the required contribution period to qualify for a pension or retirement allowance, they can purchase missing years (up to a maximum of 5 years) by paying compensatory contributions, calculated based on the validated contribution base used for pension calculation.
Before You Begin
Before submitting your voluntary affiliation request through the above website, you must have scanned and legible copies of the following four (04) essential documents:

Full copy of the birth certificate;

Biometric Algerian passport;

Valid consular registration card;

Recent proof of professional activity in the country of residence (work certificate, payslip, business registration, etc.).
